Household Rooftop Solar Photovoltaic (PV) Grant Scheme

Section A: Particulars and Criteria of the Scheme[ - Hide ]

A.1 The Scheme
  1. The scheme is operated by the Development Bank of Mauritius Ltd (DBM), on behalf of the Ministry of Energy and Public Utilities (MEPU).
  2. The scheme provides for a grant for acquisition of a rooftop Solar PV System under the CEB Solar Photovoltaic Scheme (Households) 2026, to be installed and commissioned at the principal residence of the householders.
  3. The grant is for an amount of 25% of the cost of acquisition of the Solar PV System, up to a maximum of Rs 75,000, per application.
  4. The grant is meant only for purchase of a Solar PV System from a Supplier which is a locally incorporated Company and has the legal capacity to enter into a contract to supply and install the Solar PV System.
  5. The grant is meant only for households (i.e. Mr and Mrs (if applicable)) drawing a total net monthly income up to Rs 150,000.

  • The grant is available on a first-come, first-served basis, subject to availability of funds. Submission of an application does not automatically guarantee approval.
  • A household shall be eligible to benefit the grant under the scheme only once.
  • The Government of the Republic of Mauritius reserves the right to amend the scheme guidelines and eligibility requirements as deemed necessary.
A.2 Eligibility of Applicant
To be eligible for the grant,
  1. The applicant must be aged 18 years and above.
  2. The applicant must be a citizen of the Republic of Mauritius
  3. The applicant or spouse (if applicable) must be (a) the registered owner of the residence where the Solar PV System will be installed and (b) the official CEB customer of the said residence. The applicant may also be the registered owner’s child being an occupant of the residence and having the registered owner’s written authorisation to install the Solar PV System at the residence.
  4. The applicant or spouse (if applicable) or any other occupant of the residence where the PV System will be installed must not have already benefited of a grant under the current scheme.
  5. The applicant and spouse (if applicable) must be drawing a total net monthly income not exceeding Rs 150,000.
A.3 Application under the Scheme
Prior to making the application for the grant, applicant must call at his/her local CEB Customer Service Centre and execute a Connection Agreement with the CEB
  1. To apply on-line for the grant,
    (a) the applicant must visit the DBM’s website www.dbm.mu and access to Household Rooftop Solar Photovoltaic (PV) Grant Scheme webpage where the application form is posted, and
    (b) the applicant must fill in Section B.1 and submit the application form on-line to the Bank.
  2. Upon submission of the application form, the applicant will receive the Application No of the application made which must be kept for tracking purpose.
  3. Applicants should provide a valid email address and mobile number to facilitate communications from DBM.
  4. The Bank will thereafter act upon the instructions of the MEPU to proceed further with the application. The applicant will be called in person at the Bank with all required supporting documents listed in Section B.2 of the application form, to complete the formalities and to confirm his/her agreement to the terms and conditions of the grant.
  5. Upon processing of the application, if the applicant is found to be eligible for the grant, the Bank will issue to the applicant a grant coupon to be utilized for the purchase of a Solar PV System from a Supplier, of the applicant’s choice, which has the legal capacity to enter into a contract with the applicant to supply and install the Solar PV System. A processing fee of Rs1,000 will be applicable and payable by the applicant to the Bank.
  6. The applicant must not consider submission of this application to the Bank, completion of the application formalities and confirmation of his/her agreement to the terms and conditions of the grant as a guarantee to benefit of the grant.
  7. The Bank shall outright cancel the application if instructed by the MEPU, or should the applicant (a) fail to produce all supporting documents, complete the application formalities or confirm his/her agreement to the terms and conditions of the grant within the given timeframe; (b) fail to meet the criteria and conditions of the scheme and the requirements of the Bank; (c) provide any false information/make any false declaration/submit any fake, falsified or forged document in respect of this application to benefit of the grant; and (d) enter into any arrangement or agreement with any Supplier which is against or which defeats or bypasses the procedures set by DBM to operate the scheme.
  8. The Bank shall reserve the right to initiate legal proceedings against the applicant should (a) the applicant provides any false information/make any false declaration/submit any fake, falsified or forged document in respect of this application to benefit of the grant; and (b) the applicant enters into any arrangement or agreement with any Supplier which is against or which defeats or bypasses the procedures set by DBM to operate the scheme.
  9. The Bank reserves the right to stop or cancel the whole on-line application process under the scheme if deemed necessary.
  10. The Bank shall not be liable to the applicant for:-
    a. any prejudice, loss or inconvenience which may be caused to the applicant as a result of the application;
    b. any delay in the processing of the application;
    c. cancellation of the application.
A.4 Disclosure of Applicant information
The scheme may involve disclosure of applicant information to MEPU and other Ministries/Bodies of the Government of the Republic of Mauritius, and in the public domain.

B.3 Declaration and Agreement of the Applicant and Spouse (if applicable)
